If it's a historic event or features a historic figure, then it's historic fiction.

If it's just a story based on someone's life, then it's still called a Novel, which is inherently fiction.What are the books called that are based off are true event, but is not true?
';Creative non-fiction'; is, as the label suggests, non-fiction, but liberties are taken with the facts. Generally speaking, these liberties are owing to the author's perceptions or opinions about what happened.

Truman Capote's ';In Cold Blood'; is one of the first works to eventually be labeled ';creative non-fiction.'; The story is based on the true events of the Clutter murders in Kansas BUT some aspects of the story are fabricated or embellished for a variety of reasons.

';The Perfect Storm'; is an other example of ';creative non-fiction.'; The author researched events leading up to the point at which the boat left the dock. Since there were no survivors, it is not possible to verify what actually happened on the boat, in terms of dialogue, difficulties or issues and how the crew reacted to the storm that led to their demise. The author had to extrapoloate, based on his research, as to how the various individuals in the book would have behaved. The story is fact-based, but much of it is not verifiable for obvious reasons.

A work of fiction that is created around a real event is referred to as ';historical fiction.';

A work like Shaara's ';Gods and Generals'; is a completely made up story that uses real events during the Civil War as a backdrop. That is ';historical fiction.'; ';Cold Mountain'; is another example.
